Topic: APAC Case Studies Roland Montagne - Head of Broadband Practice, IDATE Roland Montagne joined IDATE in 1998 and he is now Head of Broadband Practice at IDATE. Mr Montagne played a leading role in previous IDATE International studies and is also Project Manager for the IDATE annual market report concerning World Broadband Access Market. He has carried out several studies dealing with European Broadband roll out and he is in charge actually of a Survey on Broadband Access for the DGInfSo. Since 2004 Roland Montagne is also the project leader for the FTTH Council Europe European FTTH projects panorama. In 2006, he achieved a major study for the French Government on scenarios for deploying Very High Broadband networks in France (cost model and Government options). Roland Montagne also carried out several strategic analyses focused on US and Asian developing FTTH markets. Recently, he has been also involved on FTTH cost model analysis for the United Kingdom as well as best practice study looking at fibre indoor deployments as well as ducts sharing. In 2008 Roland is leading an annual worldwide FTTx watch service proposed by IDATERoland Montagne is a Telecommunications Engineer (ENST Paris, 1994) and received a Master on Electronics (University Paris 6, 1994). He also worked for AT&T Bell laboratories (USA) as Engineer on DWDM Optical Networks and ATM technologies. He started his carrier in the France Telecom R&D labs working on optical communications. |

Topic: IDA Singapore - Govt Broadband policy and Regulation in Singapore Ms. Audrey Lee – Director Competition and Market Access Ms. Audrey Lee joined the Info-communication Development Authority of Singapore (IDA) as Director for Interconnection in November 2000. She was responsible for formulating the interconnection & access policy in a fully liberalized, multi-operator environment in Singapore. She was instrumental in developing the Reference Interconnection Offer and was also responsible for mediation & dispute resolution between telecom operators. Audrey currently heads the Competition & Market Access division and the Infocomm Policy division in IDA responsible for formulation of infocomm policies & the management of competition in the telecoms and postal markets. She is also responsible for investigation & enforcement of anti-competitive conduct, economic regulation, approval of Merger & Acquisitions in the telecommunications market, price regulation of the Dominant licensees, ensuring minimum quality of services in the telecoms and postal markets. Prior to IDA, she was the head of Regulatory with a major competitive telecoms player in Singapore. She was responsible for regulatory strategy relating to interconnection, market entry, regulatory compliance as well as negotiating wholesale & interconnection agreements with the incumbent telecom operator. Audrey graduated with honours in Economics from University of Strathclyde Glasgow (United Kingdom) and has a Masters of Science in Economics & Social Policy Analysis from the University of York (United Kingdom). She also obtained a Distinction in the certificate course in Telecoms Regulation from City University London. |

He also serves on the boards of directors of AMCC, CoreOptics, Overture Networks and Turin Networks. Previously, he was the worldwide CTO of Alcatel responsible for research, product strategy, intellectual property and R&D investment. Prior to Alcatel he directed the Advanced Technology Systems center of BellSouth and was heavily involved in BellSouth’s early FTTH deployments and served on the board of FSAN. Dr. Ransom began his career at Bell Laboratories. He holds a Ph.D. in electrical engineering from University of Notre Dame, BSEE and MSEE degrees from Old Dominion University, and an MBA from the University of Chicago. |

Prior to STOKAB, Crister held several positions at broadband companies in the Nordic countries. Joe has more than 38 years of executive level experience in telecommunications and optical networking, including CEO and Corporate Director positions with a number of optical equipment companies. He began his career in fiber optics in the 1970’s, helping to build the first fiber production facility at Western Electric in Norcross GA. He has served as VP Planning and Engineering for Fujitsu Network Systems, and as VP, Research for RHK, Inc. Joe is a Professional Engineer with a B.E.E and M.S.E.E. from Georgia Tech. Topic: 10GEPON: Standardization Status and Emerging Technical Solutions Dr. Glen Kramer - Chief Scientist Dr. Glen Kramer has conducted extensive research in the areas of traffic management, quality of service, and fairness in access networks. His book, Ethernet Passive Optical Networks, has been published in English (McGraw-Hill, 2005) and Chinese (BUPT Press, 2007). Dr. Kramer chairs the IEEE P802.3av "10 Gb/s EPON" Task Force, and previously served as EPON protocol clause editor for the IEEE 802.3ah "Ethernet in the First Mile" Task Force. Prior to joining Teknovus, Dr. Kramer worked at the Advanced Technology Lab at Alloptic, where he was responsible for design and performance analysis of PON scheduling protocols. He also participated in prototyping the very first EPON system. Dr. Kramer received his M.S. and Ph.D. degrees in Computer Science from the University of California at Davis, where he was awarded an NSF Grant to study next-generation broadband access networks. Dr. Kramer has published and presented over 20 papers, and authored 11 patents. |

In the past he has worked as a product manager and business development manager in the optical network components and systems industry, as well as for optical test and measurement. In his eight-year career with Acterna/JDSU, Fetzer has held various product management and business development positions within the fiber optic business unit, supporting the test and network performance needs of labs, operators and manufacturers across the region, including Australia, China, India, Hong Kong, Japan, Korea, South East Asia, Taiwan and New Zealand. Prior to his current role, Fetzer served in various roles focussed on sales and product management for fiber optic components and systems. Fetzer was awarded a masters degree in electrical engineering from the University of Kaiserslautern, presenting a masters’ thesis on fiber optic test and measurement solutions that he designed for Siemens Germany. Fetzer is also a member of the FTTh Council in Asia Pacific. He currently resides in Koengen, Baden-Wuerttemberg, Germany and travels regularly within Asia Pacific. |
